Malaysia-Singapore Agreement on Bilateral Issues



My views on Malaysia-Singapore Agreement on bilateral issues:


Even if Pakatan Rakyat ever comes to power either in Putrajaya or Nusajaya, we will respect the content of the said Agreement to its fullness especially any development that would bring mutual benefits to both countries and their people.


(1). On LRT

Regarding the Joint Light Rail Transit system, I have raised it on 23 June 2008 during my debate speech on the Late Sultan Iskandar's Royal Speech in the Johor State Assembly sitting. I welcome both countries decision to enhance efficient connectivity between Johor Bahru and Singapore. An LRT system would definitely reduce traffic congestion across the causeway and within Johor Bahru town itself. More importantly, it would save man hours for tens of thousand of  Malaysians who have to spend at least four hours a day commute between Johor Bahru and their work place in Singapore.

I propoesd there should be at least three routes of LRT connecting from Woodlands to Johor Bahru area along mainly three major inlets i.e. First route along Jalan Tun Abdul Razak-Jalan Skudai up to Skudai and Kulai; Second route along Jalan Tebrau up to Tebrau City, Taman Johor Jaya and Ulu Tiram; and a Third Route from Singapore to Johor Bahru and Nusajaya.

The LRT system must be a single interconnecting network unlike Kuala Lumpura where there three separate LRT networks which did not serve any purpose of of having an effective LRT system. 
   
(2). On Third Bridge and Second Link

On 22 June 2009, during the debate of HRH Sultan Iskandar's Royal Speech, I questioned the necessity of building a third bridge connecting Pengerang and  Tanah Merah in Singapore while the Second Link had been underutilized due to unreasonably high toll fees that have to be paid by road users. For a normal car and a truck commuting between Johor Bahru and Singapore back and forth  would have to pay a toll fee of RM 5.70 and RM 12 respectively through Tebrau Causeway but RM 22 and RM 100 through the Second Link respectively. That means almost 4 times to 5 times of toll fee would be saved by using Causeway than the Second Link.

It is timely that both Governments decide to reduce toll fees of Seond Link. I would think they have to be equal or less than what one has to pay  at  Causeway. Both Causeway and Second Link were built with tax payers money and road users should be given the best benefit out of them.  

(3). On the fact that Singapore will handover Skudai Water Treatment Plant and water works under 1961 Water Agreement to Johor at its expiry in 2011I would like to see more future cooperation between Johor and Singapore Governments on water management. In the midst of water crisis in Central Johor districts of Kluang and Batu Pahat, Syarikat Air Johor Holdings Berhad (SAJH)  and Pengurusan Aset Air Berhad (PAAB) should consider working with Singapore's Public Utilities Board (PUB) t better manage water supply in Central Johor and the three water dams concerned-that is, Bekok, Machap and Semborong water dams.  

(4).  I think it is a well received  decision where both Governments agreed to form M-S Pte Ltd to develop KTM land  left vacant after relocationm of Railway Station to Woodlands CIQ. The move could benefit both People in the long run if Singapore is also willing to its expertise in running MRT with Johor.  

(5).  Investment Berhad has to be more transparent in tendering its projects by involving not only GLCs and local companies but also international companies. IIB's President and CEO Arlida Arif has recently announced that IIB has offered six packages of  projects worth RM 250 million for tender. But even local private  companies have complained that they have been shown a cold shoulder by IIB even though  the tenders would be supposed to be  announced  by the end of this month. 

Any projects by IIB should be offered by open tenders but the should be also open to international companies in order to attract direct foreign investment.    



民主行动党柔佛州主席巫程豪于2010年5月25日,假士古来胡矩花园行动党振林山国会选区服务中心,发表新闻申明表示,即使民联执政布达拉再也和奴莎再也,相信有利于新马两国人民的政策,将会有一贯性受到尊重和执行。

巫程豪是在两国领袖对共同发展课题达到共识后,发表有关谈话。

(1)。巫程豪表示他曾在2008年6月23日柔佛州议会上,辩论苏丹御词时,建议政府尽快建好新山市内的轻快铁,并与新加坡的轻快铁联系,方便两国人民往来,舒缓长堤的交通阻塞情况。有关计划将减少往来新马两地的工作人士在马路上奔驰的时间,减少摩多单车骑士的伤亡率。他说,来往新马两度工作人士每天平均每人必须花上4小时的时间在路上。

他说,他曾建议有关轻快铁分为至少三个主要通道,包括第一通道由新加坡到,新山市区,沿着地不老路到柔佛再也和乌鲁迪南; 第二通道由新加坡、新山市区在沿着敦拉萨路和士古来路,到士古来和古来。第三通道则是沿着旧士古来海滨路,沿着新的滨海高速公路致振林山以及奴莎再也。

他说,新加坡和新山的轻快铁必须联结为同一系统的轻快铁,而不能像吉隆坡的轻快铁,分为三个不同的系统,并有三个不同公司管理,造成交通效率频低。

(2)。他说,他也在2009年6月22日州议会辩论苏丹御词时,要求政府展缓发展新马第三大桥的做法,而是鼓励人民多多善用第二通道,降低第二通道的过路费,是鼓励两地人民多用第二通道,减少长堤交通阻塞的明智之举。

巫程豪说,目前双向来往新柔长堤的车辆和啰哩的收费分别是5令吉70仙以及12令吉,而双向来往第二通道的车辆以及啰哩过路费分别为22令吉以及100令吉,等于长堤的4倍过路费,造成长期以来新马第二通道的使用率偏低,而新柔长堤交通情况无法改善。

因此,新马两国政府应该考虑调整第二通道的过路费,至少和长堤收费一致或更低,以便惠及两国的纳税者。

(3)。对于新加坡政府将在2011年和柔佛州的水供合约满期后,将管理士古来虑水站以及水供配备如期交还给柔佛州政府,巫程豪表示欢迎。但他希望两国政府以及柔佛州政府,将管理水源方面继续合作,尤其是柔中居銮和巴株巴辖两县,依然面临缺水的问题。相信新加坡公共事用局可以和柔佛水务公司以及水源资源管理公司分享水源管理的经验和科技,尤其是如何复苏彼咯、吗咯、森宝垄三主要水坝的管理工作。

(4)。对于新马两国成立M-S Pte. Ltd.公司共同发展马来铁道公司,在丹绒巴葛铁道站搬至乌兰后,所遗留下来的地段,以及交换土地的计划,巫程豪表示欢迎,并希望两国政府在进行发展计划时,以两国纳税者和人民的利益为重。

(5)。巫程豪也对伊斯甘达投资公司总裁阿里达最近宣布,有关方面宣布招标总值2亿6千万令吉,6项大型发展计划,并到5月份末结束招标,可是,许多本地非土著公司却被拒绝招标。巫程豪说,依斯甘达发展计划应该开放给本地和外国公司招标,以加强投资者对伊斯甘达发展计划的信心,招标过程应该完全透明化。
